Goal:
We need a spec for CloudKitty to add support for accessing Prometheus metrics through Aetos similar to https://review.opendev.org/c/openstack/watcher-specs/+/949804 . We need to:
- Create a spec
- React to any feedback until it's satisfactory enough and it gets merged
