In the Jira filter for the Release Notes, the "AND resolution not in (Duplicate)" somehow filtered out Irina's ticket, which had Resolution:Unresolved.

The solution is to make the following change:

From:

AND resolution not in (Duplicate) 

To:

AND (resolution != Duplicate OR resolution is EMPTY)
