Utilize the CloudKitty API v2 instead of v1 by default within the CloudKitty CLI due to the existing v1 API being deprecated for many years.

Acceptance Criteria:

The python-cloudkitty implementation should use the CloudKitty API v2 instead of v1 by default.
Existing openstack rating implementation continues to work as before.
Resulting data should not be impacted.
- If data impact is expected or required, documentation notifying the changes must be provided.
Existing testing interfaces should be updated to also use v2 by default prior to shipping.
