Summary:

As highlighted in [0], we need to investigate whether we also need to restart ovn db when certmonger is renewing the ovs ssl certificates, or if restarting the ovn_controller alone is enough. This is managed within the tripleo heat templates, which are retired upstream, so a downstream only fix would be required in case it is needed.

• Identify whether OVN DBs are affected by ssl certificate expiration.
