      Goal: 

      Once the base (OSPRH-21303) is imported and builds, propose needed overlay(s) to deploy the controlplane and dataplane on the cifmw provided infrastructure.

      Acceptance Criteria:

      • A new overlay exists
      • kustomize build works and successfully patches the base
