Goal:

• Design a simplified (no RHACM) RHOSO single-cloud management with GitOps.
• Use GitOps approach to manage BRQ2 "prod" cluster and hardware under testing/verification work in progress in a CD fashion, not CI.

Acceptance Criteria:

• Identify GitOps System, Secrets manager, Infrastructure requirements
• Build gitops repository for a selected gitops system (presumably ArgoCD / OCP gitops operator)  and secrets manager (e.g.: local encryption, or Secured Vault)
• Build CD pipeline for Day 2 ops, like upgrading RHOSO versions, adding/removing/reconfiguring EDPM hardware hosts.
