The RHOSO18 component jobs are using the following definition: [1]. The Neutron component jobs in the CI pipelines are using [2].

There are differences on what whitebox-neutron-tempest-plugin and neutron-tempest-plugin repositories are used:

• In zuul: both are D/S 18 branches [3]
• In component pipeline: both are U/S master branches [4]

That leads to issues like in [5]: a class that was skipped in U/S 2.12 [6], it is not in D/S 18 and is failing.
