Connection refused logs observed in ovs-vswitchd after migrating from OVS to OVN

      To Reproduce Steps to reproduce the behavior:

      1. Migrate from OVS to OVN.
      2. The following error appears in the ovs-vswitchd log.
      |rconn|WARN|br-tenant<->tcp:127.0.0.1:6633: connection failed (Connection refused) 

      Expected behavior

      • No Connection refused errors occur.

      Bug impact

      • It is not clear whether this error is directly related, but there was an incident where the network connection of a pod running on the customer’s OCP cluster was disconnected.

      Known workaround

      • No workaround.

      Additional context

      • The customer’s environment is Shift on Stack, and the worker node where the pod was running is an OpenStack VM.
      • The ovs-vswitchd log errors were observed on the OpenStack node.
