HPE 3par Storage requesting a backport of below patch [1] into RHOSP 18.0.
The patch has merged to OpenStack community's Flamingo branch.

This will enable them to skip license check and support creation of deco volumes;
with their new version of Alletra MP Storage (i.e R5)
