[17.1] [HPE 3par] skip license check for new wsapi

HPE 3par Storage requesting a backport of below patch [1] into RHOSP 17.1.
The patch has merged to OpenStack community's Flamingo branch.

with their new version of Alletra MP Storage (i.e R5)
