We have an issue when a server is evacuated too fast and the ilo/idrac doesn't have time to finish performing the shut down before instanceha tries to power the server back up (could be because the idrac is queuing commands in its lifecycle manager or similar). 

In such conditions the ipmi/redfish interface will return 409 or similar and reject the power on request, leaving the server powered off permanently.
