• there is no CRD parameter for ovn to pass in the cert secret for metrics
• the ovn controller "just" assumes the cert secret name, which does not follow the practice we have in all other components.
• the controllers do not watch that cert secret and won't reconcile when it changes
• the metrics container does not have a config HASH and won't restart when it changes.

This should also resolve the random failure in the cert rotation kuttl tests in openstack-operator
