To Reproduce Steps to reproduce the behavior:

1. Enable cbt with import_workloads_cbt_sync  to true
2. disable cut over with import_workloads_cutover to false
3. Run a vm migration once the vm is running at the end
4. re run the vm migration, the vm will be stopped

Expected behavior

• the vm should be still UP and running
