Prevent MariaDB state divergence between old vs. podified

      Currently in MariaDB adoption, the services can still write to the database while the DB state is being dumped, and after it has been imported to the new DB. Ensure the following order of actions in the adoption of MariaDB:

      1. No services can write data to the old DB instance anymore.
      2. DBs from old DB instance are dumped.
      3. Dumps are restored to the podified DB instance (while no services can reach it yet).
      4. All applicable services start using podified DB instance.
