[upstream] Audits failover to alive does not run decision-engines when watcher-api is executed as wsgi

      Watcher provides a service scheduling.APISchedulingService() in the watcher-api which takes care of relocation ongoing audits when a decision-engine is marked as failed in case one or more are alive.

      This service is only included when running watcher-api as an eventlet based standalone service, not when running as a wsgi service which is the recommended way (eventlet watcher-api is deprecated).
