Goal:  As a Watcher developer I Want to have tempest coverage of volume migrations using the Zone Migration strategy running in RHOSO downstream

 
Acceptance Criteria:

• Tempest tests covering a retype volume migration can run in a RHOSO environment downstream
• The test is stable and added to some running job in the component line
