Adoption was designed from the start with the assumption that we'd be Adopting within the same release, e.g. from 18 Director to 18 Next Gen.

With the decision of having only Next Gen in 18, there is no lifetime overlap between Director and Next Gen, and some things become uncertain:

• What is the source environment for Adoption that we should be testing with? How do we deploy it?
• How do we upgrade from 17 to 18?
