      .Deprecated the `update` service
      RHOSO 18.0.10 (Feature Release 3) introduced a new update workflow that splits the OpenStack-related package updates and system-related package updates. With this new feature, the data plane `update` service is deprecated in favor of the split `update-services` and `update-system` services. The `update` service will be removed in a future release. Customers should transition to using the split update feature.       This bug is being used to add a deprecation notice to the 18.0.13 release notes. The deprecation notice should specify that the update service will be deprecated in a future RHOSO release, after which customers should use the split update workflow instead (link to split update KCS).
