Goal: 

Currently on neutron 17.1 the test "test_lsp_up_event_update_and_creation" and "test_add_external_port_avoid_flapping" on "neutron/tests/functional/plugins/ml2/drivers/ovn/mech_driver/test_mech_driver.py" it's being skipped due to events not working properly. This issue intention is to debug why this is happening and try to modify/backport possible missing commits to make it pass in d/s functional job/

Acceptance Criteria:
This task will be considered done once the test is ran in downstream functional jobs and it passes, or a root cause why events are not working correctly and a comment on that function is added explaining why that test is skipped.
