Goal: 

Currently on neutron 17.1 the test "test_port_binding_chassis_create_event" on "neutron/tests/functional/agent/ovn/metadata/hwol_qos/test_qos.py" it's being skipped due to events not working properly. This issue intention is to debug why this is happening and try to modify/backport possible missing commits to make it pass in d/s functional job/

Acceptance Criteria:

This task will be considered done once the test is ran in downstream functional jobs and it passes, or a root cause why events are not working correctly and a comment on that function is added explaining why that test is skipped.
