[RHOSO] unable to create instance until restart neutron deployment

      To Reproduce Steps to reproduce the behavior:

      1. Follow the dataplane deployment procedure.
      2. Some deployments fail to create instances:

        1. nova.exception.RescheduledException: Build of instance abcd was re-scheduled: Binding failed for port abcd, please check neutron logs for more information.

      Expected behavior

      • Create instance with success all the times.

      Device Info (please complete the following information):

      • OpenShift Cluster Version: 4.16.21
      • RHOSO Version: 18.0.6-20250403.1
      • OpenStack Operator Version: 1.0.8

      Bug impact

      • Not able to create instances until execute the workaround.

      Known workaround

      • Recreate neutron pods with:

        • oc rollout restart deployment/neutron -n openstack

      Additional context

      • Comparison the failed deployment with a working deployment. What were found in the failed one:
        • 15 jobs/pods present of "data-plane-deploy".
        • These jobs delayed during deploy with 'AnsibleEE job is not yet found' or 'AnsibleEE job is not yet completed'.
