Goal: 

• There are some required fields as part of the CloudKitty CRD. They're required for everything to work, but we can't define them as such in the CRD itself. We need a check in the OpenStackControlPlane webhook to warn users about invalid CRs. These checks will work only if cloudkitty is enabled.

Acceptance Criteria:

• OpenStackControlPlane webhook checks CloudKitty part of telemetry for required values.
