      The dataplane deployment fails on a RHOSO BGP job where we test upstream images with: 

      cifmw_ci_gen_kustomize_values_ooi_image: quay.io/openstack-k8s-operators/openstack-operator-index:latest

      The task "TASK [osp.edpm.edpm_podman : Ensure podman and deps are installed]" fails because ansible_local.bootc is not defined.

      It seems this is related to a recent PR merged: https://github.com/openstack-k8s-operators/edpm-ansible/pull/1018

       

      Please find attached the logs and the yaml output from a download-cache-edpm pod that failed due to this issue.
