To Reproduce Steps to reproduce the behavior:

1. Minor update from 17.1.4 to 17.1.9
2. The command from step 3.5 (overcloud update Controller) fail in the task to create containers step_2 of a node.
3. The falied containers are mysql_wait_bundle, rabbitmq_wait_bundle.

Expected behavior

• Update fine

Device Info (please complete the following information):

• Openstack version: 17.1.4

Bug impact

• Customer unable to manage the cluster

Known workaround

• Running the command again not  work
