Goal: 

Have neutron configured so that neutron-designate integration tests can be run in the uni04delta integration job.

Acceptance Criteria:

neutron-designate integration tempest tests - where appropriate* - run successfully.

• some neutron tests may be excluded due to unrelated neutron configuration.
