To Reproduce Steps to reproduce the behavior:

1. Create an audit with the Zone Migration strategy with both storage_pools and compute_nodes in the input to migrate both volumes and instances

Expected behavior

• The action plane contains both volume and instance migrations. Instead, the resulting action plan will only contain volume migration, and only add instance migration when all volumes are migrated

Bug impact

• The audit will produce an action plane that does not contain all the actions the user will expect.

Known workaround

• A possible workaround is to run the audit in Continous mode. This way, eventually, after migrating all the volumes, the instances will be migrated too.
