Goal

Make the new OIDC adoption guide discoverable to users.

Key Tasks

• Edit the main documentation file, docs_user/main.adoc.
• Add a new entry in the table of contents or an appropriate section that links to the new assembly_adopting-oidc-federation.adoc.
• This will be similar to how proc_configuring-ldap-with-domain-specific-drivers.adoc was added to assembly_adopting-openstack-control-plane-services.adoc.
