Initial the upgrade jobs have two jobs: 
Openstack upgrade and System Upgrade

it needs to convert to compact-style job, so the compact upgrade job contains: Openstack upgrade(osp16.2 to 17.1) and Operating System Upgrade (RHEL8 to RHEL9), all in one job. For example:
