Goal: 

Standardize The PreconditionFailed Error Familly. In RabbitMQ PreconditionFailed represent a familly of errors. Various errors are hosted under this generical type of error. Oslo.messaging's code is a bit redundant and error management is spread here and there. The goal is to standardize these mechanismes to reduce the tech debt and increase the readability.
