As part of https://issues.redhat.com/browse/OSPRH-6712 it was made configurable for EDPM nodes, this Bug is to track the support in ovn-operator for Gateway chassis deployed on OCP workers

Basically need to add an option to customize onv-encap-tos similar to what we do for other external ids https://github.com/openstack-k8s-operators/ovn-operator/blob/main/api/v1beta1/ovncontroller_types.go#L168 .

Also should be pushed to edpm-ansible like ovn-encap-type https://github.com/openstack-k8s-operators/ovn-operator/blob/bfe70a8d4538e1ecaf425cc83b6b2ba19de1a99c/templates/ovndbcluster/config/ovsdb-config#L3
