Goal: 

• Action Plan revert is not being tested in CI because we don't have any automated test for it. Create at least one strategy test that fails and revert back to the original state.
• (Optional) Include tests for other strategies/actions if needed.

Acceptance Criteria:

• Test implemented in watcher-tempest-plugin and running on CI (upstream watcher/operators).
