      To Reproduce Steps to reproduce the behavior:

      1. Deploy Watcher with default parameters

      Expected behavior

      • Watcher listens to both nova and cinder configuration

      Bug impact

      • Without cinder notifications, the storage data model might become outdated and cause errors for strategies that propose volume migrations.

      Known workaround

      • Set notification_topics = nova.versioned_notifications,openstack.notifications in the 'watcher_decision_engine' of the watcher conf and restart the decision engine service
