Goal: 

• Enable Sensubility in STF OSP 17.1 jobs
• The following required configuration is missing from https://github.com/redhat-openstack/infrared/blob/273779e3d00ec7ff9ddfd023a7fb2662b8065381/plugins/tripleo-overcloud/vars/overcloud/templates/custom-stf-ceph.yml

CollectdEnableSensubility: true
CollectdSensubilityTransport: amqp1 

Acceptance Criteria:

• Sensubility should be automatically deployed after adding the missing config in custom-stf-ceph.yaml
• Verify RHELOSP-176036=passed 
• Verify RHELOSP-176038=passed
• Access Prometheus dashboard and see that Sensubility metrics are flowing
