Goal:

Deploy an OpenShift environment and OpenShift Logging version that can be used for the investigation for determining if TLS connections from CloudKitty are possible or not.

Acceptance Criteria:

Deploy an OpenShift 4.18 along with appropriate OpenShift Logging with Loki deployed in a way that can be connected to in a supported manner.
Provide information for the environment to the spike owner so they can perform an investigation to determine if it is possible to connect to an authenticated Loki endpoint using manual configuration.
