Expected behavior

• Octavia loadbalancer VIP address is configured on only one of the amphoras and loadbalancer should not cause loop in the network switch .

Bug impact

• This behavior is causing a complete outage in the network; it happened two times in the customer environment,  so we need to prioritize this. The customer kept EP loop protection in disable mode, which they can't keep for a longer time. Even they cannot run LBs with unexpected behavior, which can start any time.

Known workaround

• Successfully failover the problematic loadbalancers
