We need upstream and downstream CI for RHOSO bootc.

Support may need to be added to the ci-framework, unless using bootc is just a matter of reconfiguring the images used for pre-provisioned and un-provisioned nodes (it may be).

Jobs need to be added to the edpm-ansible and edpm-image-builder repos upstream at a minimum.

Downstream unijobs are needed, or an existing job could be reconfigured to use bootc.
