as a developer working on the nova operator i want minimise the size of the container images that are deployed

      The nova and libvirt tcib images are currently built in a way that is suboptimal.
      They include some packages that are no longer required as fucntioanly has been removed in osp 17.1 but the depencies have not been removed form the images.

      the layering and namiing of the container also increase the depencies that must be built
      when container are required on more then one distro version

      specifical the libvirt image should not inherit form the nova-base image.

      This epic tracks optimising the image both to reduce the vulnerability footprint due to the installed packages and reduce the overall size of the images.
