It is currently possible to initiate a minor update (setting targetVersion == availableVersion) without updating customImages.

Expected behavior

• Not updating/rebasing/rebuilding customImages along with a minor update could cause side effects.
• The workflow should detect and prevent accidental 'minor update' proceedures from completing without updating these associated images
• Users should be able to 'force' it if needed
