Goal: 
To Enhance the quality of the Ironic Operator's webhook. It will be a good idea to have unit test for the Ironic Webhook allowing us to quickly validate changes.

We are following pattern followed in the metal3's ironic-standalone-operator since both of them are quite similar. OSPRH-18332
