Goal: As a Watcher developer I Want to have tempest coverage of volume migrations using the Zone Migration strategy running in RHOSO

Acceptance Criteria:

Tempest tests covering a retype volume migration can run in a RHOSO environment
The test is stable and added to some running job TBD either github check or downstream lines or both
