      It is possible that the OVN DBs Bundle on the 16.2 environment is in a state that is not ready to be upgraded, so much so that upgrading it can result in a data plane failure during the upgrade.

      In the pre-requisite planning section of our documentation, we should include a check for the status of the bundle and to resolve any issues with it ahead of time.
