SNAT is not working in OVN

      Customer wants to achieve SNAT as per their requirement and at the moment its not working 
      There are OVN config issues which seems to be relatable so we need to focus on both

      To Reproduce Steps to reproduce the behavior:

      1. Create a public and private network
      2. Attach private subnet to router and public as gateway
      3. Attach IP from private network to VM   
      4. Ping to external g/w it fails

      Expected behavior

      • SNAT should work to external if subnet is attached to router

      Known workaround

      • Nothing atm
