Goal: 

Finishing the migration of mistral by transitioning the latest remaining eventlet occurences, and by migrating mistral to the new threading backend of oslo.service

Acceptance Criteria:

• Having all the eventlet usages transitioned to a threading alternative
• Having oslo.service transitioned to the new threading backend
