QE Verification: Validate 'IPV6_AUTOCONF=no' handling in ifcfg file (RHOSP 17.1, RHEL 9.2)

      This task is for QE verification of the issue described in Epic OSPRH-15524:

      • Verizon is testing RHOSP 17.1 (RHEL 9.2) and found that "IPV6_AUTOCONF=no" in the ifcfg file is ignored.
      • Even with autoconf and accept_ra disabled, a local IPv6 address is still configured.
      • The issue is always reproducible.

      Verification Steps:
      1. Deploy an environment with RHOSP 17.1 on RHEL 9.2.
      2. Configure network interfaces with "IPV6_AUTOCONF=no" in the ifcfg file.
      3. Ensure autoconf and accept_ra are disabled.
      4. Verify that no local IPv6 address is configured.
      5. Document results and discrepancies.

      Expected: "IPV6_AUTOCONF=no" should be respected and no local IPv6 address should be configured.
      Actual: It is ignored (per Epic).
