Requirements:
1. Modify the user passwords to be compliant. We need to know how to define it.
2. write a pre deploy hook script that will create customization to the keystone config ( everything except password change.
3. Deploy the env successfully 
4. Tempest test run. We need the PCI DSS tests and it needs to run successfully .
