Following the merge of the patch a3d3611d, which enforces HTTP 403 for reader and member roles when performing the get extra specs operation on volume types, several RBAC tests are failing on RHOS 17.1.

Affected tests:
test_list_all_extra_specs_for_volume_type
test_show_extra_spec_for_volume_type

These failures are expected given the new RBAC restrictions, but the tests themselves currently assume access is permitted. They need to be updated to reflect the correct expected behavior for RHOS 17.1.
