Goal: 

• I order to use the CK tempest plugins, it should be in RDO as an rpm which is included in the tempest image

Acceptance Criteria:

• The cloudkitty CI job runs CK tempest without the workaround included in the PR
• The CK tempest rpm is included in the tempest-all image

Required steps

• Onboard the cloudkitty-tempest-plugin to RDO: https://www.rdoproject.org/contribute/add-packages/ 
• Add the specfile to build the RPM
• Add the package to the tempest-all specfile: https://review.rdoproject.org/cgit/openstack/tempest-distgit/tree/openstack-tempest.spec 
• Request that the centos10 image is public
• Import the packages downstream
