Goal: 

Validate that the openstacksdk in RHOSO 18.0 accepts a 'force' option for creating a volume snapshot.

This is a customer request, so maybe we can ask on the customer case (linked in the bug) for a sample script where they're using the openstacksdk and in particular making this request with the missing force option.
