The network form has a number of fields (for example the MTU field) that can only be modified if specific policies allow it. Right now we don't check for that, and always display the complete form, allowing the API to handle errors if the users modify something they shouldn't. We should improve on that, displaying fields as grayed out (with a tooltip explaining why it is grayed out) when users don't have the rights to modify them.
