Some hardware exposes UTF-8 instead of UTF-16 for NVRAM table

      To Reproduce Steps to reproduce the behavior:

      1. When attempting to deploy, deployments may fail on some hardware where the UEFI NVRAM boot record table cannot be properly decoded. Specifically it is expected to be UTF-16, however some hardware out there is returning UTF-8.

      Expected behavior

      • We expect deployments to succeed.
